Ofsted, BSO and BSME Readiness

Ofsted's renewed inspection framework is live from November 2025. Report cards replace single overall grades. For overseas schools, BSO and BSME readiness are different things — and the choice of inspectorate in 2026 matters more than it did before.

  • 01Ofsted's renewed inspection framework is live from 10 November 2025 for state-funded schools, early years and FE. Non-association independent schools from January 2026.
  • 02Ofsted no longer gives a single overall word judgement. Report cards grade separate evaluation areas. Safeguarding is judged as met or not met — it remains a threshold issue.
  • 03Separate evaluation areas for state schools: safeguarding, inclusion, curriculum and teaching, achievement, attendance and behaviour, personal development and well-being, early years (where applicable), sixth form (where applicable), and leadership and governance.
  • 04For all-through schools, early years and sixth form can be evaluated as distinct areas — not swallowed into a generic whole-school narrative.
  • 05Inspectors do not need leaders to produce documents specifically for inspection. Evidence should be what the school already uses in ordinary business.
  • 06The safeguarding standards in the toolkit are explicitly developed from KCSIE and Working Together. Inspectors look for open culture, multi-agency working, information sharing, staff training and a clean single central record.
  • 07Early education and childcare providers will be inspected more frequently from April 2026, in line with the government's Best Start in Life strategy.
  • 08BSO accreditation is voluntary but matters: schools must be inspected at least every 3 years to maintain it, and schools without BSO accreditation cannot offer statutory induction to ECTs.
  • 09Ofsted's 2024–26 QA reports find that ISI and Education Development Trust meet BSO inspectorate standards in full. Penta International continues to fail to meet those standards — with specific concerns around safeguarding assurance, SEND provision and inspector training.
  • 10BISSC Safer Recruitment Code of Conduct has been in effect for BSME member schools from 1 September 2025. It includes minimum reference requirements: at least three professional references, verified individually, with at least two from headteachers within the last six years.
